Expressions of Interest
The International Planned Parenthood Federation (IPPF) Africa Region has sought and obtained funding from the French Development Agency (AFD) under the Feminist Support Fund (FSOF) and intends to use part of this funding to make payments for the project to select consultants to conduct the final evaluation in the 10 project countries.
The Candidate's Services will involve the recruitment of a team of consultants, namely: a principal consultant with proven experience in research on gender-based violence (GBV) or feminist evaluation methodologies, as well as four (4) national/regional consultants representing the four geographical areas of project implementation: West Africa, East Africa, Asia and Latin America.
IPPF Region Africa invites candidates to express their interest in providing the services described above.

Individual consultants
The eligibility criteria for AFD funding are specified in Article 1.3 of the "Guidelines for AFD-funded Procurement in Foreign Countries", available online on the AFD website: http://www.afd.fr.
Applicants may only submit one application in their own name or as part of a consortium. If an applicant (including a member of a consortium) submits or participates in multiple applications, these will be eliminated. However, the same subcontractor may participate in multiple applications.
If the Candidate is a Consortium, the Expression of Interest must include:
- a copy of the consortium agreement signed by all its members,
or
- a letter of intent to form a Consortium, signed by all its members and accompanied by a copy of the proposed Consortium agreement.
In the absence of this document, the other members will be considered as Subcontractors.
The references and qualifications of subcontractors are not taken into account in the evaluation of applications.
Interested candidates must provide information demonstrating that they are qualified and experienced to perform the Services. To this end, they shall provide references for recent and similar services.
The similarity of the references will be analysed based on:
- The scope of the contracts;
- The nature of the Services: recruitment of a team of consultants for the final evaluation of the FON project;
- The field and technical expertise in programme evaluation, gender equality, feminist movements, sexual and reproductive health and rights (SRHR), or prevention of gender-based violence (GBV);
- The geographical context: Ethiopia, Kenya, Ivory Coast, Guinea, Burkina Faso, Niger, Sri Lanka, Bangladesh, Mexico, Colombia. Language: English, French, Spanish, Bengali and/or Sinhala, Swahili or Amharic, as appropriate.
IPPF Africa Region will also review the relevance of Expressions of Interest against the following criteria:
Lead Consultant:
- Solid expertise in international evaluation: at least 10 years' experience in evaluating complex, multi-country programmes, with a good command of AFD standards and OECD-DAC criteria.
- Thematic and methodological specialisation: strong expertise in gender, feminism, SRHR or GBV, with a proven ability to apply mixed, feminist and intersectional approaches.
- Leadership and professional rigour: proven experience in leading multinational teams, excellent analytical and writing skills, and a strong ethical commitment.
National/Regional Consultant:
- Experience and regional roots: at least 5 years' experience in evaluation, gender or feminism, with a good knowledge of GBV, SRHR and CSO issues at the local level.
- Qualitative and participatory skills: proficiency in qualitative data collection, facilitation and participatory analysis, with experience working with grassroots feminist organisations.
- Communication and collaboration: excellent language skills (English and regional languages), ability to work in multicultural teams and to deal with sensitive issues with ethics and empathy.
IPPF Africa Region will draw up a shortlist of a maximum of six (6) candidates per position, pre-selected on the basis of the applications received, to whom it will send the Request for Proposals for the provision of the required services.
