Consultancy for the Development of an Adolescent and Youth-Led mentoring and supportive supervision guidance for supporting the integration ASRH in Multisectoral humanitarian responses Africa Region (ARO)

  1. Background

Adolescents in humanitarian settings face acute and compounding sexual and reproductive health (SRH) risks due to displacement, breakdown of protective social structures, and disruption of health services. Fragile contexts exacerbate adolescents’ exposure to sexual and gender-based violence, early and forced marriage, unintended pregnancy, unsafe abortion, and sexually transmitted infections including HIV, while simultaneously limiting access to accurate information and confidential, adolescent responsive services. Adolescent girls are at heightened risk of pregnancy-related complications, which remain a leading cause of death among girls aged 15–19 in crisis-affected settings, while both adolescent girls and boys experience barriers linked to stigma, discrimination and misconceptions, legal restrictions, provider bias, and lack of youth‑ friendly care. 

The International Planned Parenthood Federation (IPPF), in partnership with the Norwegian Church Aid (NCA), and with support from the European Commission - DG ECHO aims to address capacity gaps in meeting the SRH needs of adolescents living in humanitarian settings. To Achieve this, we are looking for improving service provision by WROs and YLO with an adolescents and youth-led approach and for the adolescent-adult mentoring and supportive supervision mechanism. This includes promoting structured youth-adult partnerships, whereby adolescents can meaningfully inform and guide adult actors on their needs, preferences, and required service adaptations. In parallel, there is a need to equip women- and youth-led Organizations with practical, context-specific guidance to support the delivery of adolescent-responsive SRH information and services.

  1. Objectives of this Consultancy:

To strengthen the multisectoral integration and quality of ASRH interventions in humanitarian settings by developing participatory, adolescents- and youth-responsive service provision guidelines, and by designing an adolescent- informed mentoring and supportive supervision guidance to support humanitarian actors in adapting and delivering inclusive ASRH information and services. .

Specific objectives
  1. Develop and/or adapt context-appropriate ASRH service provision guidelines   for women- and youth-led Organizations, to support the delivery of adolescent-responsive SRH information and services in humanitarian settings.
  2. Design a practical adolescent-adult mentoring and supportive supervision guidance to support local actors in integrating appropriate adaptations and strengthen the quality and inclusiveness of ASRH within their respective sectors.  
3. Scope of Work:

Under the guidance of the IPPF Africa region (ARO), the IPPF Humanitarian team, and the NCA team, the consultants/firm will work closely with the IPPF Member Associations from Nigeria (Planned Parenthood Federation of Nigeria - PPFN) and Ethiopia (Family Guidance Association of Ethiopia – FGAE) and the NCA country staff.

  1. Deliverables

IPPF needs to develop and finalize the activities by mid-October 2026.

The consultants/firm should prepare a practical guideline tool, and supporting annexes that includes the following:

Conduct a brief desk review:

  • Existing global and regional ASRH guidance, including the IAWG ASRHiE Toolkit and relevant Sphere/Inter-Agency standards with recommendations for contextual adaptation into practical, user-friendly, and cross-sectoral guidance for the provision of ASRH information and services by WROs and YLOs in humanitarian settings.
  • Mapping of existing SRHR peer-supervision models and inter-agency strategies capturing successful global or regional case studies where adolescents and youth effectively provide mentoring and/or supportive supervision to adults for the improvement of the programs/services

Facilitate participatory consultations:

  • Adolescent friendly and age-appropriate consultations (workshops, focus group discussions, or key informant interviews, and others including community based, interactive methods or creative methods depending on breadth and scope).
  • Facilitate consultations with youth-led organisations (YLOs), women’s rights organisations (WROs), and caregivers, to inform the development and validation of the guidelines.

Analyse findings and develop/adapt:

  • A practical guideline tool for WROs and YLOs on ASRH service provision.
  • An adolescent-adult mentoring and supportive supervision mechanism to support ASRH integration across health and non-health sectors.
  • Feedback and action practical planning templates.
  • Incorporate feedback from the project leaders and finalize the guidelines.
  • Develop a concise implementation and dissemination brief.
  1. Required Qualifications and Experience
  • Advanced degree in Public Health, SRH, Social Sciences, Development Studies, or a related field.
  • Minimum of 5–7 years of relevant experience in programming in humanitarian settings.
  • Proven experience in developing guidelines, frameworks, or technical tools.
  • Demonstrated skill in working directly with young people using friendly, comfortable, and age-appropriate communication styles.
  • Demonstrated experience working with WROs and YLOs and applying participatory approaches.
  • Strong facilitation, analytical, and report-writing skills.
  • Familiarity with humanitarian coordination mechanisms and standards is an asset.
  • A strict commitment to and deep understanding of safeguarding, do-no-harm principles, and child protection policies.
  • Fluency in English (knowledge of any other local language spoken in Ethiopia or Nigeria is an asset).
  1. Timeframes

The consultancy is scheduled to run from 20 July 2026 through 7 October 2026.

Fees

Professional fees must be quoted in EUR. Please indicate daily rate and number of days’ work, as part of your financial proposal, for each objective and deliverables. Fees should exclude VAT. Where indicated VAT should be shown separately and indicated separately on invoices.

  • A Letter of Interest, stating why you consider yourself/your firm suitable for the assignment.
  • Detailed company profile (Maximum 5 pages) indicating the names of the company directors.
  • Creative proposal indicating campaign strategy, draft model of visual identity, key deliverables, proposed influencers, expected outcomes.
  • Three (3) examples of similar successful campaigns (minimum).
  • Financial proposal indicating consultancy fee and a breakdown of expenses (unit price together with any other expenses) related to the assignment, including social media ad buying. (if applicable)
  • Copies of audited accounts for the previous three years. (if applicable)
  • Copy of valid Tax Compliance Certificate, (if applicable)
  • Copy of current TIN (Tax Identification Number), and/or a TCC (Tax Compliance Certificate); For non-Kenya based firms, Copy of Certificate of Registration/Incorporation from Registrar of Companies. (if applicable)
  • Copy of Business permit (if applicable)

NB: IPPFAR will deduct 5% withholding tax for local (Kenyan based firm/individuals) and 20% for non-Kenyan based firm/individual consultants before making payment.
