The revised Maputo Plan of Action (MPoA) 2016 - 2030 for the operationalization of the sexual and reproductive health and rights continental policy framework is a robust policy commitment by African leaders that aims to guarantee women's universal access to sexual and reproductive health and rights. 

The MPoA 2016 - 2030 aims to improve women's access to sexual and reproductive health services on the continent. Importantly, the MPoA 2016 - 2030 also aligns itself with the United Nations 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) and the African Union Agenda 2063, both of which have placed women's health as a priority within the development agenda. 

To assess member states’ progress in implementing this plan, a scorecard will be designed in line with the provision of the POA (refer to Table of the MPoA) to track progress and action mechanism to facilitate country comparisons and to increase transparency and accountability around national action. The scorecard  will visually highlight specific areas in which countries are doing well and areas they are experiencing bottlenecks and slower progress. The scorecard to be developed will be simple, quick and user-friendly tool that member states can use to measure their performance against key agreed SRHR commitments. 

  1. Purpose of the Scorecard

The importance of the 2016 – 2030 MPoA scorecard is to inform member states and other key stakeholders on the progress in the implementation of sexual and reproductive health and rights commitments on the continent, and mainly to enhance and hold governments accountable.

  1. Objectives of the Consultancy

The overall objective of this consultancy is to produce a draft scorecard that will be presented to the Department of Social Affairs for possible consideration by member states during Africa Union Commission Specialised Technical Committee on Health, Population and Drug Control (STC - HPDC) meeting to be held in April 2019. The scorecard will focus on the full implementation of the Maputo Plan of Action (MPoA) 2016 - 2030 in Africa in relation to Continental Policy Framework on Sexual and Reproductive Health and Rights.

Specific responsibilities of the consultancy will include but not limited to the following: 

  • Select standardized indicators to measure the progress towards the full implementation of MPoA
  • Compile country specific data and statistics from 2016 - 2018
  • Validate and refine data (e.g. compare to HMIS and DHIS-2)
  • Assign performance thresholds for each indicator
  • Generate the first automated MPoA scorecard
  • Conduct training and gather feedbacks to enhance the tool
  • Embed scorecard tool in existing routines
  • Support on the roll out process
  • Set up ongoing data collection mechanisms. 
  1. Responsibilities

     4.1 IPPF AULO

IPPF will oversee the coordination and supervision of all activities covered under this consultancy task. 

     4.2 AUC

The Africa Union Commission, through the Department of Social Affairs will provide technical input, country specific data and statistics.

The Consultant will perform the following tasks in the course of this assignment.

  • Develop the methodology and approach for the development of the scorecard.
  • Collect data and statistics using cross reference and existing accurate data sources.
  • Generate the automated MPoA scorecard.
  • Provide capacity building training for selected key stakeholders.
  • Embed scorecard tool in existing routines.
  • Provide technical support on the roll out process.
  • Set up ongoing data collection mechanisms. 
  • Facilitate the workshop for the presentation of the finalized and validated version of the scorecard. 
  1. Deliverables

The following will be the expected deliverables:

  • Inception report describing the detailed methodology and showing the outline of the scorecard;
  • The first draft MPoA Scorecard for comments by IPPF AULO and AUC DSA, and other relevant partners; 
  • Final revised automated MPoA scorecard to be delivered along with the methodology used;
  • Final report on the consultation process; and
  • Facilitation of the workshop on the scorecard presentation.
  1. Timeline 

The consultancy should take no more than two months for the completion of all assigned tasks. Any change to the duration of the consultancy should be documented in a written amendment and subject to approval by IPPF AULO.

  1. Expected profile of consultant

The consultant must have:

  • PhD/MSc in health sciences/demography/Statistics or other related fields. (A PhD degree would be an added advantage);
  • Certified Monitoring & Evaluation Expertise;
  • Proven relevant experience in sexual and reproductive health and rights or public health programmes;
  • Good ICT knowledge including open source tools for software development;
  • Have a clear understanding on the global and continental SRHR strategies and policies framework; and 
  • Demonstrated (previous) experience in scorecard development.​​​​​​​
  1. Evaluation criteria

The consultant will be evaluated against a combination of technical and financial criteria (combined scoring method). Maximum score is 100% out of which technical criteria equals 70% and financial criteria equals 30%. The technical evaluation will include the following:

  • Educational background as requested: 10%;
  • Experience related to the assignment: 20%; 
  • Technical approach and methodology: 35%;
  • Work plan: 5%;  
  1. Terms and conditions 

If selected for the service, the consultant is expected to finalize the task indicated above and submit the final deliverable within two month of signing contract.  The consultant is expected to work directly with the IPPF Liaison Office and liaise with the AUC’s Department of Social Affairs (when required). The IPPF AULO in Addis Ababa will supervise this consultancy. 

  1. Application procedure

The application should contain the following:

  • A technical proposal with a detailed clear methodology, on how they will approach and complete the assignment.
  • The technical proposal should also contain personal CV, indicating education background/professional qualifications, all previous experience, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references.
  • Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs.
