Role Purpose:

The Monitoring, Evaluation and Learning Advisor is responsible for supporting the successful management of data across all the Member Associations (MAs) working on the EmpowHER programme, including MAs in Burkina Faso, Colombia, Ecuador, Ghana, Guinea-Bissau, Kenya, Mauritania, Pakistan, Sudan, Togo, Uganda and Zambia as well as data at a central level. They will collaborate with the MAs to establish robust data management and reporting systems which complement existing data structures. They will work with the MAs to resolve any data management issues and analyse data to improve programme implementation.

Context of Role:

EmpowHER (Ensuring Inclusive SRHR Delivery for Women, Girls and Marginalised Communities) is a six-year initiative funded by Global Affairs Canada with three key priority areas.

The first is to increase access to quality, person-centred abortion care and sexual & reproductive healthcare services. The second is to expand access to Comprehensive Sexuality Education through IPPF’s Centres of Excellence, and the third is to develop advocacy strategies to promote national and regional coalitions working on sexual and reproductive health and rights (SRHR). EmpowHER is a restricted-funded project and will support IPPF’s Strategy 2028 and donor commitments to advance the health and rights of women and girls in all their diversity around the world.

Deliverables:

  • Establish and set up EmpowerHER’s data management strategy (DMS) to enable effective data collection and use across the programme.
  • Facilitate MEL meetings and record meeting notes and feedback.
  • Further develop & refine EmpowerHER’s Performance Management Framework (PMF) to effectively support the implementation of the programme’s outputs and outcomes.
  • Standardise & improve baseline data and collection methods to ensure continuity across all Member Associations (MAs) and inform decisions on the PMF’s implementation.
  • Develop a results-based monitoring and evaluation plan in consultation with the MAs, and based on best practices from across IPPF, to be used in the programme implementation.
  • Analyse data reports from the MAs, creating & cascading updates and communications critically, including recommendations of how programme implementation can be improved based on findings.
  • Coordinate data submitted for the annual reports. Clean the data and respond to any queries from the MAs.
  • Enable learning across MAs, through collaborative learning visits, on good data collection methods, aligning with IPPF’s institutional data collection systems and requirements.
  • Visit MAs and clinics to analyse and strengthen the data collection methods. Conduct audits to improve data accuracy, and produce lessons learned reports and recommendations to improve data collection and programme implementation.
  • Network with Global Performance Learning & Impact (PL&I) team to develop the function. Devising and advising on effective and efficient monitoring and evaluation tools, frameworks, processes, systems and training.

Expertise:

  • Track record of excellent M&E implementation at the regional or national level in a programmatic and development sector setting.
  • Evidence of developing and using digital tools and systems to enable effective data collection, performance tracking, evaluation and knowledge sharing.
  • Experience managing and utilising a wide range of data sources to improve programme implementation.
  • Ability to interact with, coach, train and present to diverse, multicultural and multilingual groups.
  • Evidence of embedding standards and performance measures delivering tangible improvements to benefit impact and performance.
  • Excellent writing and presentation skills with evidence of coherent, evidence-based reporting.
  • Readiness to coordinate and work with other team members within the region and from other regions, as well as Member Associations and other stakeholders.
  • Track record of preparing a range of data reports and analyses, including reporting project data to funders.

Skills:

  • Excellent verbal and written communication skills with the ability to communicate data findings to a wide range of audiences.
  • Excellent diplomacy and interpersonal skills and the ability to engage with a range of stakeholders.
  • Ability to analyse data from a range of sources including paper-based data, as well as clinic and country-level data.
  • Excellent analytical skills with an eye for detail and evidence of using both quantitative and qualitative data to inform decision-making.
  • Facilitation and training skills, with experience in delivering training sessions on data management techniques to stakeholders.
  • High level of organisational skills, planning and time management, with the ability to adapt to changing needs, multitask and meet tight deadlines.
  • Fluent English and French essential. Spanish, Arabic and/or Portuguese an advantage.
  • Excellent IT skills.
