Executive Officer

Finance Officer

Context of Role: International Planned Parenthood Federation (IPPF) is a global provider of sexual and reproductive health (SRH) services and a leading advocate for universal access to sexual and reproductive health and rights (SRHR) for all. As a global movement of national organizations, known as member associations, IPPF works with and for communities and individuals to promote health, rights, and well-being. The IPPF Secretariat comprises a London office and six regional offices, including the Africa Regional Office (IPPFAR) based in Nairobi, Kenya. IPPFAR's primary objective is to enhance access to SRHR services for vulnerable youth, men, and women in sub-Saharan Africa. To achieve this, IPPFAR partners with local civil society organizations, governments, the African Union (AU), regional economic commissions (RECs), and the United Nations, aiming to expand political and financial commitments to SRHR in Africa. Deliverables: The Finance Officer will be responsible for: Supporting the Finance Lead in implementing effective financial accountability and control systems, ensuring compliance with IPPFAR operational procedures and donor requirements. Performing checks on supporting documents and preparing monthly financial reports for review by the Finance Lead, including budget monitoring. Staying updated on financial compliance requirements for FON and J4S projects, maintaining financial program reports, including cash flow statements and reconciliation of project receipts and expenditures. SGBV Senior Advisor

The International Planned Parenthood Federation (IPPF) is a leading global provider of sexual and reproductive health (SRH) services and a strong advocate for sexual and reproductive health and rights (SRHR) for all. IPPF operates through a network of over 120 Member Associations (MAs) worldwide. Sexual and Gender-Based Violence (SGBV) is a severe human rights violation associated with death, injury, a wide range of negative sexual and physical health outcomes, and significant socioeconomic impacts. The root causes of SGBV include abuse of power, gender inequalities, discrimination, and harmful societal norms. During emergencies — such as conflicts, natural disasters, or infectious disease outbreaks like COVID-19 — the risk of violence, exploitation, and abuse increases, particularly affecting women, girls, and marginalized and excluded groups, including people with disabilities and individuals of diverse sexual orientation, gender identity, expression, and sex characteristics (SOGIESC). SGBV prevention and response is an essential component of IPPF’s Integrated Package of Essential Services (IPES) and the Humanitarian Minimum Initial Service Package (MISP) for SRH in Crisis, both provided by Member Associations and adapted to meet the needs of stable and fragile contexts. This role will provide technical assistance to IPPF’s Humanitarian and Development Programs and Member Associations on SGBV and its intersections with SRH, while representing the Federation in regional and global fora. It is an exciting and strategic role at the heart of transforming how SGBV services are delivered — strengthening norm change efforts according to context-specific opportunities, developing robust implementation principles, and ensuring safe, effective monitoring systems. Deliverables: Advise the Head of Humanitarian Quality Services to ensure that the SGBV portfolio is integrated with IPPF’s broader SRHRJ mandate.   Provide evidence-based technical support to Regional Offices and MAs to build their capacity on prevention of and response to SGBV within SRH programs, including activities to reduce and mitigate the health consequences of SGBV, maximizing opportunities to reach women, youth, people with disabilities, people who are of diverse SOGIESC to engage them to advocate for their rights and better respond to the needs of survivors. Contribute to delivering the ambitious outcomes of IPPF’s new Strategic Framework (Locally Owned: Globally Connected: A Movement for Change) and oversee SGBV technical assistance in humanitarian and development programs. Develop and coordinate planning and implement specific SGBV interventions as an essential component of IPPF integrated package of essential services (IPES) and MISP, ensuring collaboration across the Secretariat and MAs to maximize program delivery and impact. Collaborate closely with technical colleagues across the Secretariat to inform SGBV strategic, programmatic and technical direction and support development and rollout of technical guidance, tools and other products. This may involve participation in technical workstreams, action teams or taskforces on specific thematic areas and technical priorities. Provide SGBV technical assistance in the development of proposals, program design, work plans, implementation, reporting and M&E and compliance with the requirements and regulations of respective funding streams. Support the preparation of reporting documents for each of the different humanitarian projects/programs, taking as input the reports of the Humanitarian Team and the MAs. Accompany field visits when required and in the logic of technical monitoring of processes and qualification of the teams in the development of their projects and/or programs. Work in coordination with the Senior Sexual and Reproductive Health Technical Advisors, the Senior M&E Humanitarian Advisor, Program managers, Architects of Cooperation and RO humanitarian advisors to ensure project progress.  Work closely with the Communications Team to elaborate technical documents and/or materials for the development of tools, key information to make IPPF’s SGBV programming visible (e.g. life stories, case studies, videos IEC materials, posters, leaflets, etc). Work in coordination with the Performance, Learning and Impact Team to leverage IPPF’s expertise and learning for the benefit of IPPF Members Associations and the wider SRHR community. Build partnerships where appropriate with specialist external partners to progress and strengthen SGBV services in SRH programs and represent IPPF effectively in relevant global/regional technical and advocacy groups in the humanitarian/development sectors. The successful candidate will have:  Significant experience in comprehensive SGBV, program design, implementation, capacity building and advocacy in humanitarian and development settings.  Significant experience developing organizational guidance and promoting reflective learning on technical issues, relating to SGBV. Advanced understanding of gender transformative programming and inclusion, and on how humanitarian crises affect different segments of a population, including women and men in their diversity, youth, people with disabilities, including those of diverse sexual orientation and gender identity etc. Significant experience of training and mentoring teams on SGBV programming with the ability to bring diverse actors together across cultures and geographies to create an aligned and powerful force for change. SGBV Senior Advisor

The International Planned Parenthood Federation (IPPF) is a leading global provider of sexual and reproductive health (SRH) services and a strong advocate for sexual and reproductive health and rights (SRHR) for all. Sexual and Gender-Based Violence (SGBV) is a severe human rights violation associated with death, injury, a wide range of negative sexual and physical health outcomes, and significant socioeconomic impacts. The root causes of SGBV include abuse of power, gender inequalities, discrimination, and harmful societal norms. This role will provide technical assistance to IPPF’s Humanitarian and Development Programs and Member Associations on SGBV and its intersections with SRH, while representing the Federation in regional and global fora. It is an exciting and strategic role at the heart of transforming how SGBV services are delivered — strengthening norm change efforts according to context-specific opportunities, developing robust implementation principles, and ensuring safe, effective monitoring systems. Deliverables: Advise the Head of Humanitarian Quality Services to ensure that the SGBV portfolio is integrated with IPPF’s broader SRHRJ mandate.   Provide evidence-based technical support to Regional Offices and MAs to build their capacity on prevention of and response to SGBV within SRH programs, including activities to reduce and mitigate the health consequences of SGBV, maximizing opportunities to reach women, youth, people with disabilities, people who are of diverse SOGIESC to engage them to advocate for their rights and better respond to the needs of survivors. Contribute to delivering the ambitious outcomes of IPPF’s new Strategic Framework (Locally Owned: Globally Connected: A Movement for Change) and oversee SGBV technical assistance in humanitarian and development programs. Develop and coordinate planning and implement specific SGBV interventions as an essential component of IPPF integrated package of essential services (IPES) and MISP, ensuring collaboration across the Secretariat and MAs to maximize program delivery and impact. Collaborate closely with technical colleagues across the Secretariat to inform SGBV strategic, programmatic and technical direction and support development and rollout of technical guidance, tools and other products. SGBV Senior Advisor

The International Planned Parenthood Federation (IPPF) is a leading global provider of sexual and reproductive health (SRH) services and a strong advocate for sexual and reproductive health and rights (SRHR) for all. IPPF operates through a network of over 120 Member Associations (MAs) worldwide. Sexual and Gender-Based Violence (SGBV) is a severe human rights violation associated with death, injury, a wide range of negative sexual and physical health outcomes, and significant socioeconomic impacts. This role will provide technical assistance to IPPF’s Humanitarian and Development Programs and Member Associations on SGBV and its intersections with SRH, while representing the Federation in regional and global fora. It is an exciting and strategic role at the heart of transforming how SGBV services are delivered — strengthening norm change efforts according to context-specific opportunities, developing robust implementation principles, and ensuring safe, effective monitoring systems. Deliverables: Advise the Head of Humanitarian Quality Services to ensure that the SGBV portfolio is integrated with IPPF’s broader SRHRJ mandate.   Provide evidence-based technical support to Regional Offices and MAs to build their capacity on prevention of and response to SGBV within SRH programs, including activities to reduce and mitigate the health consequences of SGBV, maximizing opportunities to reach women, youth, people with disabilities, people who are of diverse SOGIESC to engage them to advocate for their rights and better respond to the needs of survivors. Contribute to delivering the ambitious outcomes of IPPF’s new Strategic Framework (Locally Owned: Globally Connected: A Movement for Change) and oversee SGBV technical assistance in humanitarian and development programs. Develop and coordinate planning and implement specific SGBV interventions as an essential component of IPPF integrated package of essential services (IPES) and MISP, ensuring collaboration across the Secretariat and MAs to maximize program delivery and impact. Collaborate closely with technical colleagues across the Secretariat to inform SGBV strategic, programmatic and technical direction and support development and rollout of technical guidance, tools and other products. This may involve participation in technical workstreams, action teams or taskforces on specific thematic areas and technical priorities. Provide SGBV technical assistance in the development of proposals, program design, work plans, implementation, reporting and M&E and compliance with the requirements and regulations of respective funding streams. Support the preparation of reporting documents for each of the different humanitarian projects/programs, taking as input the reports of the Humanitarian Team and the MAs. Accompany field visits when required and in the logic of technical monitoring of processes and qualification of the teams in the development of their projects and/or programs. Work in coordination with the Senior Sexual and Reproductive Health Technical Advisors, the Senior M&E Humanitarian Advisor, Program managers, Architects of Cooperation and RO humanitarian advisors to ensure project progress.  Work closely with the Communications Team to elaborate technical documents and/or materials for the development of tools, key information to make IPPF’s SGBV programming visible (e.g. life stories, case studies, videos IEC materials, posters, leaflets, etc). Work in coordination with the Performance, Learning and Impact Team to leverage IPPF’s expertise and learning for the benefit of IPPF Members Associations and the wider SRHR community. Build partnerships where appropriate with specialist external partners to progress and strengthen SGBV services in SRH programs and represent IPPF effectively in relevant global/regional technical and advocacy groups in the humanitarian/development sectors. Advanced understanding of gender transformative programming and inclusion, and on how humanitarian crises affect different segments of a population, including women and men in their diversity, youth, people with disabilities, including those of diverse sexual orientation and gender identity etc. Significant experience of training and mentoring teams on SGBV programming with the ability to bring diverse actors together across cultures and geographies to create an aligned and powerful force for change. Experience in integrating SGBV and SRHR programs desirable. Strong track record of technical leadership, and proven ability to produce demonstrable result Experience of working in diverse cultural contexts Experience working in comprehensive SGBV programs in Health Sector settings, including prevention and response; reproductive coercion, intimate partner violence, sexual violence and female genital mutilation  Strong facilitation and presentation skills to internal and external audiences.
